On January 9, 2015, a hidden video camera was discovered in a women’s restroom located inside a U.S. Department of Homeland Security, Customs and Border Protection facility in Chula Vista, California.
A review of the micro SD card from the camera contained images and video believed to be from the interior of the women’s restroom. One of the video files captured images of a white male wearing a ball cap and a San Diego Chargers sweatshirt using a screwdriver to install the camera into a drain in the women’s restroom.
The man placing the camera in the restroom is believed to be a Customs and Border Protection officer. The SD card also contained video files depicting activity within the women’s restroom.
On February 6, 2015, an SD card was recovered from the officer’s desk. It was examined by a government agent armed with a search warrant. The SD card contained, among other files, 169 video files with a creation or modified date for the period July 20, 2013, through December 23, 2014.
The video files contained images of activity allegedly recorded inside the women’s restroom.
Armando Gonzalez, 46, was arrested on March 6, 2015, in El Cajon, California. Gonzalez was arrested without incident by government agents from various departments and the San Diego police. Following his arrest, Gonzalez was transported to the San Diego FBI office for fingerprinting and photographing.
Gonzalez was booked into the Metropolitan Correctional Center in San Diego. On March 9, 2015, he appeared before U.S. Magistrate Judge Jill Burkhardt. Gonzalez was made aware of the filing of federal charges via a complaint against him. Judge Burkhardt set bond at $50,000 and issued an order forbidding Gonzalez from having contact with any of the victims in this case.
Woman Pleads Guilty to Operating Prostitution Business
A Wichita, Kansas, woman, Saundra J. Lacy, 60, admitted that Jessie’s Primetime Entertainment was a prostitution business that employed at least 20 women escorts.
Customers would pay $160 for a half-hour date or $185 for an hour date with an escort. During dates, escorts engaged in sexual contact with customers.
Lacy accepted cash, credit card and checks for escort services. The credit card transactions were processed by Merrick Bank in Utah. Payment was deposited into her account at Bank of America in Wichita.
Both parties agreed to recommend 24 months on federal probation.
